Keep watchdog off the leash
A watchdog that can’t bark doesn’t offer much protection.
That’s why the proposed ombudsman for Hamilton County’s Department of Job and Family Services should not have to filter reports through the department director or the county administrator.
Commissioner Pat DeWine proposed the ombudsman to act as a public whistle blower at JFS, an agency that has been plagued with high profile disasters recently – including a financial audit that questioned the department’s accounting practices involving millions of dollars, the murder of a child in a placement arranged by the department and the failure of department personnel to follow the direct orders of a Common Pleas judge.
DeWine was dismayed when County Administrator Pat Thompson came back with a job description for the ombudsman that would require the person to consult with him before reporting on any problems in the department.
That would be a watchdog with a muzzle.
Commissioner David Pepper agreed that the ombudsman needs independence and the matter has now been scheduled for a work session to come up with a job description everybody can live with.
If this is to be a truly independent position, it needs full access to everything JFS does and complete independence from the county bureaucracy.

The ombudsman needs independence and the ombudsman's reports should not be filtered by the County Administrator. However, as a "team player" the ombudsman should file his report with the County Administrator a week ahead of public disclosure so that the County Administrator is not blindsided in public and prepared to respond.
Also, if the County Administrator is able to reply to the Ombudsman's report, the ombudsman may decide to alter his/her report before public disclosure.
I respectfully disagree with the 'team player' comment by Anon 5:51. If JFS is doing their job, there is no 'blindsiding' that can happen. The County Administrator should receive the report at the same time everyone else does. If he doesn't like it, then FIX IT.
The stupidity of this entire process is amazing. For example, JFS did not mandate national background checks on family members of children being placed in their care. However, little Lexi was killed by her father, who had a criminal record. So how does the new law protect babies like her? It doesn't.
SCREEN EVERYONE, related or not, before you place one more child. That should be our strong demand to JFS.
This is why we need an ombudsman with sharp teeth and the power to publicly 'blindside' those who would skew the system. A little fear of the consequences is what JFS needs to do their job the right way.
Every government official needs a check and balance system to prevent abuses. The "great" Eliot Spitzer in NY is a prime example of the abuses a public official can produce if left unfettered.
Perhaps Anon 9:03 am is a little naive about the internal function (and disfuntion) of govermental agencies. The ombudsman idea is to have an independent watchdog that workers and citizens are encouraged to approach with problems, so that problems get Fixed.
The idea is not to play "gotcha" with a '60 minutes' or ITeam TV Report.
You want to encourage improvement and "exposure to the light of day", by providing independent outside review and monitoring of JFS and other services. If department heads do not quickly address problems that are identified, they will be fired or demoted.
The ombudsman WOULD be approachable by workers and citizens. The ombudsman WOULD investigate and recommend steps to address the problems brought forth. And the inept government policies of today desperately need overhauling. Executive public officials have no fear for their jobs these days - when they are found lacking, they merely fire a worker or two, claim the problem is handled and move on. Well, NO. If the leaders of these organizations realize fully that it is THEIR jobs on the line for failing to run the agency in proper fashion, perhaps more will get done to protect the citizens the agency serves. Having another bureaucrat with a lot of paper and no actual power to take action is a waste of taxpayer money. This position needs to be one that has the authority to suspend or terminate the employment of anyone not in compliance, up to and including the county administrator himself, if necessary. It's that serious of an issue.

Ombudsman - waste of taxpayer's money. County Administrator - waste of taxpayer's money. The entire JFS - waste of taxpayer's money. Dump all of it and let us keep our money.
